This study investigates how ideologies surrounding English shape linguistic justice in Singapore and South Korea. While English functions as a global lingua franca that enables participation in international domains, it also reinforces inequalities through the continued authority of standard norms and native speakerism. Conceptualising native speakerism as a persistent institutional structure within global English language teaching, the study adopts a comparative approach to examine its operation across two sociolinguistic contexts. In Singapore, English-knowing bilingualism has institutionalised English as a public and locally owned resource, allowing English to function simultaneously as a global communicative medium and a locally meaningful language, with the increasing recognition of Singlish as a marker of identity and socio-cultural capital. In South Korea, however, English operates as a competitive gatekeeping language connected to class reproduction and the pursuit of native-like authenticity, even as culturally meaningful practices such as Konglish emerge in everyday use. The study concludes by suggesting that enhancing linguistic justice in South Korea requires reframing English as a shared resource and recognising local users as legitimate English speakers.

본 연구는 싱가포르와 한국의 서로 다른 사회언어학적 맥락 속에서 영어를 둘러싼 이데올로기가 언어 정의(linguistic justice)에 어떠한 영향을 미치는지 고찰하였다. 오늘날 영어는 세계 공용어로서 역할을 하며 국제 사회 참여를 가능하게 하지만, 동시에 표준 영어 규범과 원어민주의(native speakerism)의권위를 통해 불평등을 심화시키는 이중적 성격을 지니고 있다. 이에 본 연구는 원어민주의를영어교육 내 고착화돤 제도적 구조로 개념화하고, 비교론적 접근을 통해 두 국가에서 해당 기제가 어떻게 작동하는지 분석하였다. 연구 결과, 싱가포르는 이중 언어 정책을 통해 영어를 공공재이자 자국화된자원으로 제도화한 것으로 나타났다. 이를 통해 영어는 세계 공용어로서 소통 매체이자 지역적으로 유의미한 언어라는 이중적 기능을 수행하며, 싱글리시(Singlish)는 이러한 현지화가 싱가포르 정체성의유효한 표현이자 사회문화적 자본의 표지로 점차 인정받고 있다. 반면 한국 사회에서 영어는 계급적 지위를 구별하고 재생산하는 기제로 작동하는 경향이 짙다. 실제 일상 영역에서 콩글리시와 같이 한국적사고가 가미된 창의적인 언어 관행이 활발히 나타나고 있음에도 불구하고, 교육 및 평가, 교사연수의제도적 차원에서는 원어민 중심의 엄격한 규범이 여전히 지배적 것이 확인되었다. 이러한 비교 분석은특정 사회가 영어의 소유권을 내부로 전유하는지 혹은 외부에 두는지에 따라, 언어의 정당성과 형평성, 나아가 사회적 참여의 기회가 달라짐을 보여준다. 이에 본 연구는 한국 사회에서 영어를 단순히 외재적기준에 의한 평가 대상으로 국한하지 않고, 공동체가 함께 접근 가능한 사회적 자원으로 재구조화하고, 한국인 영어 사용자들을 정당한 언어 주체로 인정하는 인식의 전환이 필요함을 제안한다.
