본 연구는 부산지역 보육교사의 노동실태 분석 및 개선방안을 모색하기 위해 설문조사와 초점집단면접(FGI)을 실시하였다. 분석결과 부산지역 전체 보육교사는 총 11,391명(2023년 기준)으로 부산 전체 보육교직원의 75.9%를 차지하고, 전국 보육교사 중 5.0%를 차지하고 있다. 국공립 어린이집 소속(3,207명) 비중은 28.2%로 전국(27.7%)보다는 다소 높았고 서울(48.9%)과는 큰 차이를 보였다. 부산지역 보육교사의 임금, 노동환경만족도, 노동시간, 휴게시간, 인권 침해 등에서 어려움이 가중되고 있고 비국공립 시설이 가진 노동환경이 국공립보다 더욱 열악한 현실이 일관되게 나타났다. 회귀분석 결과는 국공립의 비율을 높이고, 대체인력의 확충과 교사당 유아 비율을 적정선으로 낮추어 가야하며 고용의 안정화와 함께 노동시간을 줄여 휴게시간을 확보하기 위한 정책마련이 필요함을 시사하고 있다. 이를 통해 공공형 어린이집을 확충하고 공보육 인프라 기능을 강화하여 보육의 공공성을 지속적으로 확보해 가야 할 것이다.

This study analyzed the working conditions of childcare teachers in Busan and explored improvement measures through a survey and group interviews. According to the analysis results, as of 2023, the total number of childcare teachers in Busan was 11,391, accounting for 75.9% of all childcare personnel in Busan and 5.0% of childcare teachers nationwide. The proportion of childcare teachers employed at public childcare centers was 28.2%, which was slightly higher than the national average (27.7%) but showed a substantial gap compared to Seoul (48.9%). The results show increasing difficulties among childcare teachers in Busan regarding wages, working conditions, working hours, rest periods, and human rights, with non-public centers consistently exhibiting poorer conditions than public ones. Regression analysis results suggest the need to increase the proportion of public facilities, expand replacement workforce, and lower the teacher-to-child ratio to an appropriate level. Furthermore, policies are needed to stabilize employment and reduce working hours to secure adequate break time. This will require expanding public daycare centers and strengthening the public childcare infrastructure to continuously secure the public nature of childcare.
