최근 인구감소시대를 맞이하여 외국인 노동자에 대한 의존이 빠르게 확산되고 있는 실정에서 본 연구에서는 경상권역에 위치한 인구감소지역에 해당하는 기초지방자치단체를 대상으로 지역내 외국인 유입이 지역내 가동사업자의 폐업률에 어떠한 영향을 미치는지를 실증적으로 분석해 보고자 하였다. 이러한 과정에서 본 연구는 동일한 외국인집단이라 하더라도 체류자격에 따라 내재된 전문성과 숙련도의 수준이 상이하다는 점에 주목하여 외국인 근로자를 취업자격별로 세분화하여 각 유형이 지역내 가동사업자의 폐업률에 미치는 영향을 비교·분석하였다. 분석결과 경상권역내 인구감소지역에서는 외국인 유입 확대가 전반적으로 가동사업자의 폐업률 감소와 연동되며 특히 단순기능 외국인력의 유입이 전문외국인 인력 유입에 비해 폐업 억제 효과가 더 크게 나타나고 있음을 실증분석결과를 통해 확인할 수 있었다. 이러한 분석결과는 단순기능 외국인력 유입이 저숙련 부문 현장의 인력공백을 가장 직접적으로 메워 폐업 압력을 줄여 인구감소지역 내의 지역 사업자의 가동안정성에 직접 기여하고 있음을 시사할 수 있으며 이는 향후 외국인의 숙련도와 지역별 산업구조와 연동하여 외국인의 비자 쿼터를 정밀하게 관리하되 돌봄 물류 청소 외식 소매 숙박 농림어업 등 사업자의 폐업 파급이 큰 직무 한해서는 단순기능 및 저숙련 외국인이 우선 배치될 수 있게 탄력적 비자쿼터를 설계하고 이를 분기별로 조정하는 정책설계가 필요할 수 있다는 정책적 함의를 보여준다.

Amid the accelerating demographic decline and the ensuing rise in dependence on foreign labor, this study empirically investigates the impact of foreign worker inflows on the business closure rates of operating enterprises in population-declining municipalities within the Gyeongsang region of South Korea. Recognizing that levels of professional expertise and skill vary significantly across visa categories, even among foreign workers, the study classifies foreign labor by employment visa type to comparatively assess their respective effects on business closures. The empirical analysis reveals that an overall increase in foreign worker inflows is associated with a reduction in business closure rates within the region. More specifically, the influx of low-skilled foreign labor demonstrates a stronger mitigating effect on business closures than that of highly skilled professionals. These findings suggest that low-skilled foreign workers play a pivotal role in alleviating labor shortages in manual and service-intensive sectors, thereby stabilizing local business operations and reducing closure pressures in population-declining areas. Consequently, the study provides a policy implication that visa quota management should be more precisely aligned with both the regional industrial structure and the skill composition of foreign labor. In particular, it emphasizes the need for a flexible, periodically adjustable visa quota system that prioritizes the deployment of low-skilled workers in sectors such as caregiving, logistics, cleaning, food service, retail, hospitality, and agriculture—industries most vulnerable to business discontinuity in population-declining regions.
