본 연구는 대구·부산·울산 등 대도시권에서 진행된 국토개발사업 중 발굴된 매장유산의 보존 및 관리 실태를 실증적으로 분석하였다. 특히 1990∼2000년대 도시 확장과 기반시설 정비 과정에서 확인된 유적들이 어떠한 방식으로 보존되었으며, 이후어떻게 관리되고 있는지를 문헌 조사, 행정 문서 검토, 현장 관찰을 통해 고찰하였다. 그 결과, 보존조치 이후 법적 지위의 불명확성, 노천형 보존시설의 외부 노출, 관리 주체의 분산, 활용계획의 부재 등 주요 문제점이 확인되었다. 이에 따라 법적 보호체계의 정비, 환경 대응 매뉴얼 마련, 통합 관리체계 구축, 활용 중심의 보존정책전환이 필요함을 제안하였다. 본 연구는 매장유산 보존의 물리적·행정적 환경을 종합적으로 분석한 기초 연구로서 의의를 지닌다.

This study empirically analyzed the conservation and management practicesof buried heritage sites excavated during national land development projectsin metropolitan areas such as Daegu, Busan, and Ulsan. Specifically, thisstudy conducted a literature review, administrative document review, and fieldobservations to examine the preservation and subsequent management of sitesidentified during urban expansion and infrastructure development in the 1990sand 2000s. As a result, major issues were identified, including unclear legal statusfollowing conservation measures, exposure of open-air conservation facilities to theelements, fragmentation of management entities, and the absence of utilizationplans. Accordingly, this paper suggests the establishment of a legal protectionsystem, an environmental response manual, an integrated management system,and a conservation policy geared toward a utilization-focused approach. This studyis significant as a foundational study that comprehensively analyzes the physicaland administrative environment for the conservation of buried heritage.
