Purpose – Busan’s wartime capital heritage, listed on UNESCO’s Tentative List, is examined for its potential use as unique venues within the MICE industry.

Design, data, and methodology –From August to September 2025, in-depth interviews with 12 MICE and heritage experts were conducted until theoretical saturation, and data were analyzed using the constant comparative method.

Result – Key benefits identified include (1) distinctive historical–cultural experiences, (2) strengthened city branding and longer visitor stays, and (3) reinforcing preservation through utilization. Challenges involve (1) limited space and facilities, (2) risks to heritage integrity, and (3) fragmented management. Experts proposed (1) cluster-based use, (2) specialized thematic content, (3) small VIP or educational events, and (4) establishing dedicated governance.

Conclusions – The study provides insights into balancing preservation and use, offering policy and managerial guidance for positioning modern heritage as a strategic asset to enhance Busan’s MICE competitiveness.
