국제개발협력에서 아동발달 기반 통합개발의 필요성과 함의:국내 연구의 체계적 문헌분석

연구 목적: 이 연구는 국제개발협력에서 아동발달 기반 통합개발의 필요성과 정책적 함의를 규명하고, 지난 10년간 국내에서 수행된 관련 연구를 체계적으로 분석하는 데 목적이 있다.

연구 방법: 이를 위해 2015년부터 2025년까지 발표된 국내 국제개발협력 및 아동발달 관련 문헌을 대상으로 체계적 문헌분석(SLR: systematic literature review)을 실시하였다. 주요 학술 데이터베이스를 통해 총 120편의 문헌을 1차 수집하였으며, 포함·배제 기준을 적용하여 최종적으로 15편의 연구를 분석 대상으로 선정하였다.

연구 내용: 분석 결과, 국내 연구들은 아동발달을 건강, 영양, 정서, 인지, 사회적 환경이 상호작용하는 생태적 과정으로 이해하고 있었으며, 단일 부문 중심의 ODA 개입이 장기적인 발달 성과를 확보하는 데 한계가 있음을 공통적으로 지적하고 있었다. 또한 한국의 아동 관련 ODA는 영유아기에 대한 투자 부족과 부문 간 연계 미흡 등 구조적 제약을 안고 있는 것으로 나타났다. 아울러 교사·부모·지역사회 역량 강화, 아동권리 기반 접근, 다부문 통합모델 구축, 발달 성과 중심의 평가체계 마련 등이 향후 아동발달 기반 통합개발을 위한 핵심 전략으로 도출되었다.

결론 및 제언: 본 연구는 이러한 분석을 통해 한국 국제개발협력이 아동발달을 중심으로 한 통합적 정책 방향으로 전환할 필요성을 제시한다.

The Necessity and Policy Implications ofChild Development-based Integrated Developmentin International Development Cooperation:A Systematic Review of Korean Studies

Abstract: This study examines the necessity and policy implications of child development-based integrated development within international development cooperation, focusing on Korean Official Development Assistance (ODA). Using a Systematic Literature Review (SLR), the study analyzes how child development-informed approaches have been conceptualized and operationalized in domestic research over the past decade. A total of 120 studies published between 2015 and 2025 were initially identified through major Korean academic databases, of which 15 studies met the inclusion criteria and were selected for in-depth analysis. The selected literature was examined using content analysis and inductive categorization, focusing on developmental domains, intervention approaches, rights-based perspectives, and multisectoral linkages. The findings indicate that Korean research consistently emphasizes the multidimensional and ecological nature of child development and highlights the limitations of single-sector ODA interventions. Despite growing interest in child-related ODA, existing initiatives remain fragmented, with insufficient attention to early childhood development and limited cross-sectoral coordination. The review further identifies key strategic directions, including strengthening teacher, parent, and community capacities; integrating child rights and participation; aligning interventions with national systems in partner countries; and establishing comprehensive developmental outcome frameworks. These findings suggest that child development-based integrated development is a necessary policy strategy for enhancing the effectiveness and sustainability of Korea’s international development cooperation.
