독거노인의 디지털 리터러시와 복지서비스 접근에 관한 고찰

연구 목적: 본 연구는 초고령사회 한국의 독거노인이 디지털 환경에서 복지서비스를 이용하며 겪는 경험과 인식을 탐색하고, 디지털 리터러시가 서비스 접근성에 미치는 영향을 질적으로 분석하는 데 목적이 있다.

연구 방법: 경상북도 경산 소재 K노인복지관을 이용하는 독거노인 3명을 대상으로 질적 사례연구를 수행하였다.

연구 내용: 본 연구는 독거노인의 디지털 리터러시와 복지서비스 접근에 관한 고찰이다. 첫째, 디지털 기기 활용에 어려움을 겪는 독거노인들은 자기효능감 저하, 정서적 고립, 제한적 사회 교류를 경험했다. 둘째, 독거노인들은 스마트폰 위주의 디지털 기기 활용과 지원 부족으로 기술 습득 및 유지에 어려움을 겪고 있다. 셋째, 복지서비스 접근 전 과정에서 디지털 두려움과 낮은 자기효능감이 서비스 정보 탐색과 신청·이용을 회피하는 경향을 보였다. 넷째, 독거노인들은 디지털 환경 변화와 반복적 실패 경험으로 심리적 소외와 정서적 위축과 사회적 고립으로 확장되는 양상을 보였다. 마지막으로, 다섯째, 독거노인들은 일회성 기술 지원을 넘어 지속적인 학습, 정서적 지지와 심리적 안정, 그리고 신뢰에 기반한 관계적 지원이 요구된다.

결론 및 제언: 본 연구는 독거노인의 디지털 리터러시와 복지서비스 접근 경험을 분석한 결과, 디지털 복지정책이 기술 효율성 중심을 넘어 인간 중심의 접근과 수혜자 역량 강화를 지향해야 한다. 이는 디지털 관리 중심 전달체계에서 독거노인의 자율성과 참여를 강화하는 패러다임 전환을 이룰 것을 제언한다.

A Qualitative Study on Digital Literacy and Access to Welfare Services Among Older Adults Living Alone

Abstract: This study aims to explore the experiences and perceptions of elderly individuals living alone in a super–aged Korean society as they access welfare services in a digital environment, and to qualitatively examine how digital literacy affects service accessibility. A qualitative case study was conducted with three elderly individuals living alone who use a senior welfare center located in Gyeongsan, Gyeongsangbuk-do, Korea. The findings reveal that participants who experienced difficulties in using digital devices reported decreased self–efficacy, emotional isolation, and limited social interaction. They also faced challenges in acquiring and maintaining technological skills due to smartphone–centered digital systems and insufficient support. Throughout the process of accessing welfare services, digital anxiety and low self–efficacy led to avoidance of information searching, application, and service utilization. In addition, rapid changes in the digital environment and repeated experiences of failure contributed to psychological alienation, emotional withdrawal, and increased social isolation. The results suggest that digital welfare policies should move beyond technology efficiency–oriented approaches and adopt a human–centered perspective that emphasizes user empowerment. This study recommends a paradigm shift toward strengthening the autonomy and participation of elderly individuals living alone within digital welfare service delivery systems.
