본 연구는 무역항을 해상·육상·공중이 교차하는 권역형 복합 인프라로 규정하고, 드론 위협 대응을 위한 통합 방호체계 구축 방안을 제시했다. 연구방법론으로 문헌연구와 사례분석을 적용하였으며, 항만법·국제선박항만보안법·통합방위법 등 법령 및 정책자료를 검토하고, 러시아–우크라이나 전쟁·중동 분쟁·북한 과거 침투사례를 분석하였다. 분석 결과 기존 내항 중심의 3지대 방호체계는 외해·접근수로·배후지 등에서 발생하는 방호 공백을 해소하지 못하고, 전파 민감성·해무·저피탐 표적 문제로 대응 지연이 구조화됨을 확인하였다. 이에 외해–접근수로–외항–내항–배후지로 이어지는 5단계 다층 방호망과 권역형 통합운용 모델을 제안한다. 기술적으로는 장·단거리 레이더 및 사이버 테이크오버 기반 비교전형 대응을, 제도적으로는 권역형 비행금지구역 설정과 민·관·군 통합지휘통제체계(C2) 구축을 제시하였다. 본 연구는 무역항 드론 위협 대응체계를 기술·법제·운용 측면에서 통합적으로 제시했다는 의의를 가진다.

This study proposes an integrated civil-military defense system against drone threats to multidomain trade ports. The research used qualitative analysis through literature review and case studies of laws and real conflict scenarios. Legal sources included the Port Security Act, ISPS regulations, and the Integrated Defense Act. Case analyses of the Russia–Ukraine war, Middle East attacks, and North Korean infiltration highlight emerging port vulnerabilities. Findings show the current inner-harbor–centric 3-zone defense leaves critical gaps in the outer sea, approach channels, and hinterlands. Detection challenges stem from RF sensitivity, weather interference, and low-RCS drone targets. Thus, a 5-stage regional defense model is proposed with radar fusion and non-kinetic tools such as Cyber Takeover. This research contributes by integrating technological, legal, and operational perspectives into a unified regional C-UAS framework.
