Decision-making methodologies widely applied in the social sciences have been utilized for determining performance requirements of weapon systems; however, their application in the procurement of general-purpose military supplies remains limited. To address this gap, this study develops a DEMATEL–TOPSIS-based decision-making model for determining the performance priorities of military supplies. A case study on rescue uniforms demonstrates that the performance priorities of currently procured items differ from the rational decision-making results derived from the proposed model, indicating a need for reevaluation and improvement in the procurement process. This research contributes to enhancing the objectivity and efficiency of defense procurement by integrating social science–based decision-making methodologies into the field of defense logistics.
