Lethal Autonomous Weapons Systems (LAWS) challenge human dignity by delegating life-and-death decisions to algorithms, creating an unprecedented ethical crisis. This study examines how the evolution of weapons technology from ancient civilizations to AI-based systems undermines ethical frameworks and proposes a multi-tier AI governance model. Through historical analysis of weapons development, this research establishes that LAWS algorithms bring about a "crisis of dignity loss" by substituting human moral agency. The five-tier AI governance model (Social, Academic, Enterprise, Industrial, Military) with processes based on social impact and risk analysis clarifies core values to be adhered to at each tier, providing specific guidelines for responsible AI and LAWS development, which contributes to providing theoretical insights and practical solutions for ethical AI development.
