· 연구 주제: 본 연구는 농촌개발사업에서 중간지원조직에 대한 주민의 인지도와 경험, 그리고 주민유형별 인식차이가 성과 인식에 미치는 영향을 규명한다.

· 연구 배경: 우리나라 농촌정책은 하향식 추진의 한계를 보완하기 위해 주민참여·민관협력 중심으로 전환되었고, 이를 매개하는 중간지원조직의 중요성이 확대되었다. 그러나 주민의 조직 인지도 수준과 유형별 인식차이에 대한 실증연구는 부족하다.

· 선행연구와의 차이점: 기존 연구들은 중간지원조직의 행정적 기능, 운영 특성, 제도적 구조 등을 중심으로 분석해 왔으나, 주민유형별 인식 차이를 실증적으로 비교하거나 이러한 차이가 사업성과 인식에 미치는 영향을 규명한 연구는 매우 제한적이었다. 본 연구는 일반 주민·마을 리더·사무장 등 주민유형을 구분하여 인식 차이를 분석하고, 인지도·경험이 성과 인식에 미치는 영향을 회귀분석으로 검증하였다는 점에서 기존 연구와 차별성을 갖는다. 또한 주민 설문자료와 더불어 2024·2025년 사업별 만족도 자료를 결합 분석함으로써 개별 인식과 실제 사업성과를 통합적으로 파악하였다는 점에서도 기존 연구를 보완한다.

· 연구방법: 단양군 주민 42부 설문(5점 리커트, 전 문항 역코딩)을 분석하고(기술통계·신뢰도·교차분석·회귀), 단양군농촌활성화지원센터의 2024·2025년 사업별 참여율·만족도 자료를 보조지표로 삼아 정합성을 점검하였다.

· 연구결과: (1) 인지도는 성과 인식에 ‘정(+) 경향’이나 통계적으로 유의하지 않음으로 확인되었다. (2) 경험(프로그램 참여·실무자 소통·접근 용이성 등)은 성과 인식에 유의한 정(+) 영향을 보였다. (3) 주민유형별 차이는 유의하지 않았으나, 리더·사무장의 평균치가 일반주민보다 높게 나타나는 경향이 확인되었다. (4) 설문 기반 성과 인식과 행정자료(참여율·만족도)는 모두 긍정 방향으로 일치하여 외적 타당성을 보완하였다.

· 공헌점 및 기대효과: 본 연구는 중간지원조직 인지도 및 경험과 사업성과 인식 간의 관계를 실증적으로 규명함으로써, 중간지원조직의 기능을 주민 관점에서 재조명했다는 점에서 학문적 의의를 가진다. 또한 주민유형별 인식 차이가 통계적으로 크지 않음을 밝힘으로써 전 주민층을 대상으로 한 인지도 확산 전략의 필요성을 제시하였다. 실무적으로는 중간지원조직의 전문성 강화, 주민 접근성 확대, 성과지표 체계 구축 등 농촌개발사업의 지속성과 효율성 제고를 위한 정책적 개선 방향을 제안한다는 점에서 활용 가능성이 높다.
