· 연구 주제: 본 연구는 공공도서관의 사명과 비전 수립을 위한 기초자료를 마련하고자, 국내외 도서관의 기존 사명 및 비전 사례를 조사·분석하였다. 문헌연구를 통해 공공도서관의 의미있는 사명과 비전 수립의 필요성을 확인하고 이와 관련한 방안 등을 제안함으로써 향후 공공도서관이 가진 사회적 역할 수행에 기여하고자 한다.

· 연구 배경: 사회가 빠르게 다양화됨에 따라 공공도서관은 그 역할과 방향성을 명확히 정립하는 것이 점점더 중요해지고 있다. 변화에 적극적으로 대응하고 도서관의 가치를 강조하기 위해서는 공공도서관이 스스로의 사명과 비전을 정의하고 명확히 제시하는 것이 필수적이다. 본 연구는 이러한 필요성을 인식하고 공공도서관의 사명과 비전 수립의 중요성을 강조하고자 수행되었다.

· 선행연구와의 차이점: 기존 연구들은 주로 대학도서관이나 학교도서관을 중심으로 진행된 반면, 본 연구는 다양한 계층의 지역주민을 대상으로 서비스를 제공하는 공공도서관에 주목하였다. 이에 공공도서관의 사명과 비전에 대한 집중적인 고찰이 필요하다는 점에서 차별성을 가진다.

· 연구방법: 본 연구는 도서관의 사명과 비전에 관한 문헌조사와 함께 국내외 주요 도서관의 사명과 비전을 홈페이지에서 확인해 분석하는 방법을 택했다.

· 연구결과: 국내 국가도서관과 광역대표도서관, IFLA 선정 올해의 공공도서관 및 해외 주요 8개국 도서관의 사명과 비전 제시 여부를 분석한 결과, 국내 국가도서관은 대체로 명확한 사명과 비전을 제시하고 있으나, 대부분의 광역대표도서관은 이를 명확히 드러내지 않고 있는 것으로 나타났다. 한편, 해외 공공도서관들은 모두 사명과 비전을 명확하게 제시하고 있으며, 상세한 설명자료까지 제공하고 있는 것으로 분석되었다. 이를 바탕으로 우리나라 공공도서관도 적합한 사명과 비전 수립이 필요함을 확인하고, 수립 방안을 제안하였다.

· 공헌점 및 기대효과: 본 연구는 공공도서관의 사명과 비전 수립을 지원하는 것을 목적으로 한다. 이를 통해 더 많은 공공도서관들이 자관의 존립 이유와 가치, 활동 방향과 내용 등을 명확히 제시하고 이를 공유함으로써 설립 주체와 이용자들의 지지 및 참여를 이끌어내는 데 기초자료로 활용될 수 있을 것으로 기대된다.
