고시를 기준으로 21세기에 출현한 고등학교 세계사 교육과정 셋, 즉 2009, 2015, 2022는 지난 세기 우리 세계사 교육을 괴롭혀왔던 냉전과 서구중심주의를 넘어서고 새로이 탈냉전과 세계화 시대에 걸맞은 새로운 내용체계와 성취기준을 제시하려 노력했다. 2009 개정 교육과정과 이를 따른 2022 개정 교육과정은 2015 개정 교육과정과 대립된 세계사 교육관을 가졌음에도 불구하고 실제로는 많은 것을 공유했다. 세계사 교육에 현재 세계의 이해라는 실용적 목표를 최우선으로 내세웠던 것, 세계를 현재의 지배적 현상으로 규정했던 것, 19세기 후반의 역사를 서양의 근대화 및 팽창과 동양의 대응이라는 구도 아래 설명했던 것, 20세기 현대사 중에 전쟁의 폐해와 냉전의 이념 대립에 집중했던 것 등이 그 예였다.

본고는 이 교육과정들의 첫 번째와 두 번째 공통점에 동의하면서도, 이들이 세계화를 협소하게만 정의한 결과 정작 ‘현재 세계의 이해’라는 목표에 도달하지 못했다고 주장한다. 세계화는 20세기 말엽, 탈냉전 시기 출현한 경제적, 문화적 변동이 아니라 19세기 후반부터 일었던 제국주의라는 전 세계적 대변혁에서부터 조명되어야 한다. 그리고 그 이후의 역사, 즉 현대사는 제국주의, 또는 세계화의 성장과 그 변모 과정으로 정리되어야 한다. 본고는 세계사의 현대사 교육과정이 향후에는 이러한 거시적인 이해를 바탕으로 만들어져야 하며, 그렇게 될 경우 오늘날 당면의 문제를 학생들이 체계적이고 깊이 있게 파악하기가 훨씬 용이해질 것이라 믿는다

The 21st-century Korean world history curricula (2009, 2015, 2022) have articulated the goal of overcoming the Cold War and Eurocentric paradigms of the past, proposing a new structure of content and achievement standards suitable for the post-Cold War and globalization era. Despite differing historical perspectives, they share three main points: a practical focus on understanding the contemporary world, a view of globalization as the defining phenomenon of the present world, and a narrative of contemporary history centered on Western expansion, non-Western responses, and the Cold War.

This paper supports these main points but argues that the curricula’s narrow definition of globalization—seeing it only as an economic and cultural shift of the late 20th-century—undermines the goal they set out to achieve. Globalization should be traced back to the age of imperialism in the late 19th century and viewed as a continuation and evolution of that global process. Consequently, contemporary history should be reframed as the story of how imperialism grew and evolved.

A curriculum grounded in this macroscopic historical perspective would provide students with a more systematic and comprehensive understanding of the global issues facing the world today.
