본 연구에서는 한국과 일본의 지방자치단체 홈페이지의 언어경관을 배리어 프리의 관점에서 비교, 분석하였다. 홈페이지 열람이라는 목적에 부합하도록 시각적인 요소를 중심으로 읽기 서비스, 글자 크기 조절, 색깔 변경, 화면 크기 조절, 직관적 아이콘의 5개 기능의 설치 여부를 살펴보았다.

그 결과, 한국이 일본에 비해 지방자치단체 홈페이지의 배리어 프리 실태가 미흡한 것으로 밝혀졌다. 먼저 읽기 서비스와 색깔 변경의 경우, 각각 시각 장애인과 색약을 지닌 사용자의 원활한 열람을 위해 필요한 기능이지만, 한국의 지방자치단체 홈페이지에는 전혀 설치되어 있지 않았다. 또한 글자 크기 조절과 화면 크기 조절은 낮은 설치 비율을 보였다. 일본의 경우, 읽기 서비스와 색깔 변경의 설치 비율이 높은 반면 화면 크기 조절의 설치 비율은 낮게 나타났다. 한일 양국에서 가장 높은 설치 비율을 보인 기능은 직관적 아이콘으로, 한국에서는 픽토그램 형태의 아이콘이 활용되는 것과 대조적으로 일본에서는 사진과 픽토그램을 혼용하거나 사진만을 활용하는 예시가 많은 것으로 밝혀졌다.

이상의 결과로부터 한국의 지방자치단체 홈페이지는 시각적이고 직관적인 부분에 집중하고 있으나 일본의 지방자치단체 홈페이지는 사용자의 편의에 집중한다는 것을 알 수 있었다. 따라서 한국의 지방자치단체 홈페이지의 경우, 읽기 서비스와 색깔 변경의 필요성을 가시화하며 설치를 확대할 필요가 있고, 글자 크기 조절과 화면 크기 조절의 설치 확대가 필요할 것으로 보인다. 또한 일본의 지방자치단체 홈페이지는 직관적 아이콘의 가시성 및 통일성을 개선하고 화면 크기 조절의 설치를 늘릴 필요가 있을 것으로 생각된다.

본 연구의 결과는 향후 한국의 복지 사각지대 및 온라인 언어경관 개선을 위해 활용할 수 있을 것으로 보인다. 또한, 많은 사람이 열람하는 홈페이지는 지방자치단체에 국한되지 않으므로, 차후에 보다 다양한 성격의 홈페이지의 접근성에 대해서도 연구를 확대하고자 한다. 또한, 본 연구에서 고려하지 않은 다양한 상대적 약자를 포함하는 폭넓은 의미의 배리어 프리에 대한 고찰도 앞으로의 연구에서 밝혀가고자 한다.

This study aims to compare and analyze the linguistic landscapes of local government websites in Korea and Japan from the perspective of barrier-free accessibility, thereby clarifying their current status. To ensure usability in line with the purpose of website browsing, the presence of five visual functions was examined: text-to-speech service, font size adjustment, color scheme modification, screen size adjustment, and intuitive icons. The analysis revealed that, compared with Japan, the barrier-free implementation of local government websites in Korea remains insufficient. Specifically, neither text-to-speech services nor color scheme modification-functions essential for users with visual impairments or color vision deficiencies-were implemented on Korean local government websites. In addition, font size and screen size adjustment functions showed low installation rates, suggesting the need for wider adoption. The function with the highest installation rate in both countries was intuitive icons; however, while Korean websites predominantly employed pictogram-style icons, Japanese websites frequently used either a mixture of photographs and pictograms or photographs alone. Although Japanese websites exhibited higher installation rates of text-to-speech and color modification functions, thereby reflecting consideration for user convenience, their installation rate of screen size adjustment functions was comparatively low. These findings suggest that Korean local government websites place greater emphasis on visual and intuitive elements, yet need to recognize the necessity of text-to-speech services and color modification and expand their adoption, alongside the enhancement of font and screen size adjustment functions. Conversely, Japanese local government websites appear to focus more on user convenience, but require improvements in the visibility and consistency of intuitive icons, as well as broader installation of screen size adjustment functions. The results of this study may be applied to improving welfare blind spots and the linguistic landscape of the internet in Korea. Furthermore, since websites with high public accessibility are not limited to those of local governments, future research will extend to accessibility in websites of various types. Expanding the scope to include a broader concept of barrier-free design that encompasses diverse relatively disadvantaged groups not considered in this study is also suggested as a future task.
