본 연구는 생성형 인공지능을 포함한 인공지능(AI) 확산 환경에서 중소·벤처기업의 AI 도입이 단발성 프로젝트에 머무르지 않고 조직역량 내재화와 스케일업으로 이어지기 위한 정책적 조건을 규명하는 데 목적이 있다. 이를 위해 미국, 유럽연합(EU), 영국, 싱가포르, 캐나다의 중소·벤처기업 AI 지원정책을 대상으로 질적 비교 정책분석을 수행하였다. 분석은 정책 철학-정책 도구(정책믹스)-거버넌스로 구성된 정책시스템 관점에서 이루어졌으며, 중소·벤처기업 성장경로의 핵심 요소인 데이터 접근성, 실증·테스트베드, 인재·조직역량, 조달·초기시장 연계가 정책적으로 어떻게 연결되는지를 중점적으로 검토하였다.
분석 결과, 주요국은 데이터 인프라, 실증 환경, 규제·가이드라인, 인재·클러스터, 공공부문 수요를 상호보완적으로 결합하여 AI 도입이 조직 내부 학습과 시장 확산으로 전환될 수 있는 정책 연계 구조를 구축하고 있었다. 반면 한국은 도입·실증 단계 지원은 확대되어 왔으나, 실증 이후 운영역량 내재화와 초기시장·조달 연계 단계에서 정책 도구 간 연결이 약화되는 구조적 병목이 확인되었다. 특히 최근 발표·논의된 중소기업 AI 활용·확산 정책은 ‘도입’에서 ‘활용·확산’으로 정책 목표를 전환하며 전주기 지원체계 강화를 제시하였으나, 향후 성과는 정책 도구 간 연계와 거버넌스 조정 기능이 실제로 강화되는지에 의해 좌우될 것이다. 본 연구는 AI 지원정책을 개별 사업의 집합이 아닌 창업생태계 차원의 제도적 인프라로 재개념화하고, 정책믹스의 정합성과 거버넌스 설계가 중소·벤처기업의 AI 확산과 성장경로 형성에 미치는 함의를 제시한다.
This study examines the policy conditions under which artificial intelligence (AI) adoption by small and medium-sized enterprises (SMEs) and venture firms—amid the rapid expansion of AI, including generative AI—extends beyond one-off projects to enable organizational capability internalization and scale-up. Using a qualitative comparative policy analysis, the study investigates AI support policies for SMEs and venture firms in the United States, the European Union (EU), the United Kingdom, Singapore, and Canada. The analysis adopts a policy system perspective encompassing policy philosophy, policy instruments (policy mix), and governance, with particular attention to how key elements along firms’ growth trajectories—data accessibility, experimentation and testbeds, talent and organizational capabilities, and procurement and early market linkages—are structurally connected through policy design.
The findings show that major economies have developed mutually reinforcing policy linkages across data infrastructure, experimentation environments, regulatory frameworks and guidelines, talent and cluster policies, and public-sector demand, thereby enabling AI adoption to translate into organizational learning, capability internalization, and market diffusion. In contrast, while Korea has expanded policy support at the adoption and experimentation stages, a structural bottleneck persists at the post-experimentation stage due to weakened linkages to organizational capability building and procurement or early-market formation. This bottleneck reflects limitations in policy coordination and governance mechanisms that manage transitions across stages of firms’ AI growth trajectories. Recent policy initiatives in Korea signal a shift from “AI adoption” toward “AI utilization and diffusion” and emphasize lifecycle-oriented support systems. However, this study argues that policy effectiveness will depend not on the expansion of individual programs, but on whether policy instruments are coherently linked and governance functions effectively coordinate stage-to-stage transitions. By reconceptualizing AI support policies as ecosystem-level institutional infrastructure rather than discrete programs, this study highlights the critical role of policy-mix coherence and governance design in shaping AI diffusion and growth trajectories among SMEs and startups.*표시는 필수 입력사항입니다.
