초국경 전자상거래의 급증과 지능화된 안보 위협은 기존 관세행정 체계의 한계를 노정시키며, 데이터와 인공지능(AI)에 기반한 새로운 관세행정 패러다임을 요구하고 있다. 본 연구는 데이터 기반‘스마트 관세행정(Smart Customs)’ 구축을 추진 중인 한국 관세청(KCS), 미국 관세국경보호청(CBP), 유럽연합(EU:EUCA), 중국 해관(GACC)의 AI 도입 전략을 비교·분석하는 것을 목적으로 한다.

분석 결과, 한국은 전자통관시스템 UNI-PASS를 중심으로 통관 효율성 제고에 중점을 두고 있으며, 미국은 자율 감시 타워(AST)와 엔티티(Entity) 기반 위험 분석을 통해 국경 안보 강화를 추구하고 있다. 유럽연합은 AI와 중앙집중형 데이터 허브를 기반으로 관세 동맹 운영의 구조적 개편을 추진하고 있으며, 중국은 H986과 같은 대형 자동화 장비와 AI 판독 시스템을 결합한 통제중심 전략을 채택하고 있는 것으로 나타났다.

이를 바탕으로 본 연구는 2026년 이후 본격화될 생성형 AI(GenAI), AI(XAI) 환경에 대비하여, 물품 중심에서 공급망 주체 중심으로의 위험 관리 체계 전환, 비침입 검사(NII) 시스템의 고도화, 그리고 책임성 있는 AI 거버넌스 구축을 한국 관세행정의 핵심 발전 과제로 제시한다.

In this paper, The exponential growth of cross-border e-commerce and evolving security threats necessitate a paradigm shift in customs administration. This study compares the AI adoption strategies of the Korea Customs Service (KCS), U.S. Customs and Border Protection (CBP), EU Customs Authority(EUCA), and the General Administration of Customs of China (GACC) within the framework of data-driven "Smart Customs." The analysis reveals that KCS prioritizes "efficiency" through its electronic clearance system (UNI-PASS), CBP focuses on "border security" utilizing Autonomous Surveillance Towers (AST) and entity risk models, while GACC emphasizes "control" via hardware automation. Identifying Generative AI (GenAI) and Explainable AI (XAI) as future technological drivers post-2026, this study recommends shifting from item-based to entity-centric risk management, innovating Non-Intrusive Inspection (NII) systems, and establishing robust ethical AI governance.
