이 연구는 대구·경북 일본군 ‘위안부’운동 단체 <시민모임>을 중심으로 지역 ‘위안부’ 운동이 기존의 국가 중심적 운동 규범을 어떻게 반복, 변화시켰는지를 분석하였다. 이를 위해 수행성(performativity) 이론을 경유하여 1997년~2023년까지 활동했던 <시민모임> 활동가와 자원봉사자에 대한 구술 자료와 추가 면담을 수행했다. 연구 결과는 다음과 같다. 첫째, <시민모임>은 중앙이나 다른 지역과 달리 하나의 조직이 진상규명, 국가배상, 교육 및 홍보, 연대활동, 피해자 복지 지원 등 복수적 활동을 펼쳤다. 그중 가장 중점을 두었던 활동은 지역 피해자에 대한 생활 밀착형 복지 지원이었다. 둘째, 이러한 복지 지원은 1990년대 지역 여성운동의 여성주의 밥상연대를 ‘가족주의’언어로 변주하여 조직과 운동의 성장을 이끌었다. 피해자의 ‘가족이 되자’라는 슬로건 아래 가족주의를 인용하면서 <시민모임>을 가족주의에 균열을 만드는 새로운 정치 공간으로 변화시켰다. 그러나 가족주의는 조직 내부에 나이와 성별, 인식 차이로 인해 4~50대 남성 회원들과 여성주의 관점을 지닌 여성 활동가들과 청년집단이 갈등하는 결과를 낳기도 했다. 셋째, <시민모임>의 가족주의는 회원과 피해자 간의 일대일 매칭을 통한 돌봄 실천으로, 취약한 신체들이 서로에게 연루되어 있다는 관계성, 상호 의존성에 기초한 페미니스트 돌봄 정치를 뜻했다. 결론적으로 대구·경북 ‘위안부’ 운동은 민족주의와 가족주의 담론의 여성주의적 재해석이자 실천으로 이해할 수 있다. 이러한 지역 운동은 생존자가 사라지는 시대를 향한 기억의 계승을 이어갈 실천의 모색으로 나아가야 한다.
This study focuses on “the Daegu Citizen’s Forum for Halmuni (DCFH)” which led the Japanese Military “comfort women” movement in Daegu and Gyeongbuk, and analyzes how the regional “comfort women” movement has sustained and changed the existing nationalistic practices. To this end, performativity theory was used to collect oral histories and conduct additional in-depth interviews with DCFH activists and volunteers from 1997 to 2023. The results of the study are as follows: First, DCFH engaged in various activities, including truth-reconciliation, state compensation, education and promotion, solidarity work, and victim welfare, unlike central or other regions. Among these, the most pivotal activity was the provision of grassroots welfare support for local survivors. Second, this welfare support transformed the feminist meal-sharing solidarity of the regional women’s movement of the 1990s into the language of familism, which led to the growth of the organization and movement. Under the slogan “Becoming the victim's family”, they adopted familism, transforming DCFH into a new political space that challenges naturalized familism. However, due to differences in age, gender, and perspective within the organization, familism caused conflict between 40 and 50-year-old male members, female activists with feminist views, and young people. Third, the familism of DCFH manifested as feminist care politics grounded in relationality and interdependence—the entanglement of vulnerable bodies—through care practices involving through care practices one-on-one matching between members and survivors. In conclusion, the “comfort women” movement in Daegu and Gyeongbuk can be understood as reinterpreting and practicing the discourses of nationalism and familism from a feminist perspective.
