According to Rapley (government, U. of the West Indies at Mona), both advocates and critics of neoliberal globalization tend to concentrate on globalization's impacts on political institutions, but fail to address the impact on political regimes, defined as "the norms of reciprocity that govern relations between governors and governed, and between dominant and subordinate classes." Growing inequality, he argues, is leading to a breakdown in the implied contract between classes, in which subordinate groups accept bonds of mutual obligation. The breakdown of these regimes, argues Rapley, is the cause for increasing political instability and the rise of a new grassroots left, fundamentalist religious movements like Al Qaeda, and ethnic politics.
