Prepared by the Country Evaluation and Regional Relations division of the Independent Evaluation Group, this report considers the World Bank's assistance on trade-related issues from 1987 to 2004, a period when the Bank's activities changed from playing a significant role, to a decline, to an increase in activity. It looks at lessons learned from past evaluations, lending and nonlending inputs, projected and economic outcomes, and the resurgence of trade activities since 2001. It makes recommendations that the World Bank's policy be consistent with its poverty reduction mission, maintain balance between global and country agendas, and strengthen knowledge management efforts.
