According to the decision adopted at the UNFCCC COP16 held in Cancun in 2010, negotiating parties decided to establish a Green Climate Fund (GCF) to be designated as an operating entity of the financial mechanism of the UNFCCC. The GCF will support projects, programmes, policies and other activities to support developing countries vulnerable to the risk of climate change. This paper focuses on themonitoring and evaluation systemof the GCF and aims to provide useful policy insights for Korea. Korea has been participating as one of themember of the transitional committeewhich was organized for the design of the GCF and expressed an interest of hosting the GCF. This paper first introduces the historical background for the establishment of the GCF. Key issues in the designing process of the GCF will be addressed. For the monitoring and evaluation system, discussion on the following components is described in detail: organization, fiduciary standards, environmental and social safeguards, and participation of stakeholders. This paper suggests that Korea should build capacity to participate in the future discussion of developing the monitoring and evaluation systemof the GCF.
