2012년 12월 1일 ‘협동조합기본법’이 시행되었다. 이에 따라 협동조합에 의해 자본주의 시장체제의 한계를 극복하고 사회경제의 원리를 도입하여 지역의 발전을 도모하고자 하는 움직임이 활발히 전개되고 있다. 하지만 아직까지 국내의 협동조합은 이를 위한 지속가능한 발전의 생태계가 제대로 구축되지 않은 채 급속한 양적 증가를 경험하고 있는 것으로 나타났다. 만약 이러한 현상이 지속될 경우, 협동조합의 기본가치와 정신이 제대로 구현되지 못하고, 경쟁과 독점의 구도로 변질되어 자발적 커뮤니티에 의한 지역발전의 긍정적인 효과를 기대하기가 어렵게 될 가능성이 내재한다.

이에 본 연구에서는 지역발전 동력으로서 협동조합의 가능성을 살펴보기 위해 설립의 이론적 배경이 된 사회적 경제와 연대 경제를 고찰하여 협동조합의 기저에 있는 원리를 살펴보았다. 또한 협동조합의 개념 및 역할에 대한 고찰과 스페인 몬드라곤 협동조합 복합체의 사례연구를 통해 지역발전을 위한 협동조합의 역할에 대해 ‘인적자원 발굴 및 활용’, ‘일자리 창출과 고용 안정’, ‘지역사회 이익 환원’의 차원에서 연구를 진행하였다. 이를 통해 국내 협동조합의 발전 한계를 진단하고 향후 발전 방향에 대해 모색하였다.

The Cooperative Act has been enacted on December 1, 2012. Subsequently, there has been an active movement to overcome the limitations of capitalist market system by adopting social economy principles that promote local development. The accumulated number of applications to establish cooperatives in the six months after the enactment has been twelve times greater than that in the first month in December.

The current situation after the enactment, however, shows a rapid increase in the number of cooperatives without a corresponding framework to ensure their sustainable development. Especially, contrary to expectations, enthusiasm for social cooperatives and solidarity cooperatives have diminished. At the same time, the degree of active participation has shown variation among different localities. If this situation continues, the fundamental principles and spirit of the cooperative may not be realized. Instead, due to competition and monopoly, it may be difficult to expect the positive effects of local development by voluntary community participation.

Therefore, at this time when expectations of the cooperatives are still high, this study examines the potential of the cooperative as a motivating force, It looks at the concept and role of social economy and solidarity economy which provide the theoretical background for the enactment of the Cooperative Act. In addition, it considers the Spanish case study of Mondragon to inquire into the role of the cooperative in local development.
