본 연구는 1990년대 중반부터 수력발전을 둘러싼 메콩유역의 상류국가(중국)와 네 개의 하류국가들(라오스, 태국, 베트남, 캄보디아) 간의 힘의 불균형을 분석한다. 분석의 틀로서 하이드로-헤게모니(hydro-hegemony) 이론을 적용하여 유역국가 간 상호작용을 평가한다. 특히, 본 연구는 첫째, 헤게모니 국가인 중국은 메콩지역에 얼마나 많은 영향력을 가지고 있는지 그리고 중국은 그 헤게모니 위치를 어떻게 유지하고 있는가를 살펴본다. 둘째, 중국과 주변 국가 간의 상호작용은 갈등과 협력 중에 무엇을 야기하는지 혹은 메콩강을 둘러싼 중국의 태도 변화가 있는가 등과 같은 연구 질문에 대해 논의한다. 하류국가에 잠재적으로 유해한 영향을 고려한다면, 중국의 협력적 태도는 반드시 필요하다. 중국은 자국의 일방적인 상류의 수력발전에 대한 국제적 비난과 하류 국가의 불만, 그리고 하류 국가들과의 협력을 통한 편익 증가에 따라 점진적으로 협조적으로 태도를 변하였다. 특히, 메콩지역의 협력은 중국 윈난성(Yunnan Province)의 빈곤감소와 지역경제 활성화에 영향을 미치고 비전통적 수자원(교통과 에너지, 관광과 무역 등) 분야의 협력이 증진됨으로서 협력이익이 증가하고 있다. 중국의 협력적 태도로의 변화는 메콩지역에 대한 지역 협력을 강화하려는 중국의 의지를 나타낸다. 하지만, 중국은 아시아인프라투자은행(Asian Infrastructure Investment Bank, AIIB)의 재정적 지원과 일대일로(One Belt One Road, OBOR)의 기조를 바탕으로 자국의 패권(hegemon)을 유지하며 중국 중심의 협력체계를 추구하고 있다. 메콩유역 협력의 정착을 위해서는 꾸준한 국제협력을 통하여 물을 중심으로 한 지역패권주의를 경계하는 노력이 더욱 필요하다.

This research analyzes the power asymmetry over hydropower development between the upstream state, China and the four downstream states, Laos, Thailand, Vietnam and Cambodia in the Mekong River Basin since the mid-1990s. The hydro-hegemony approach is deployed to evaluate the relationships between the riparian states. This research will attempt to answer the following questions. First, how much does China have an influence on the Mekong River Basin and how can China (hegemon) maintain its hegemonic position? Second, do the interactions between China and the riparian states lead to conflict cooperation, and there is any behavioral change of China toward cooperation? Considering potential detrimental impacts of the Chinese dams on downstream, China’s cooperative attitude is necessary. Criticism about China's unilateral behavior in hydropower development and increased benefits through cooperation have transformed China's position into a cooperative mode gradually. In particular, cooperation in the Mekong River Basin has resulted in poverty reduction and boosting local economies in the Yunnan Province, and the development of non-water sectors (transportation, energy, tourism and industries) has allowed China to realize the shared benefits of cooperation with the downstream states. China's gradual acceptance of cooperation connotes a possibility of regional cooperation in the Mekong River Basin. However, China appears to establish its own architecture of cooperation mechanism in the Mekong River Basin by sustaining their hegemon position through the Asian Infrastructure Investment Bank and the One Belt One Road initiative. In order to strengthen the cooperation in the Mekong River Basin, it is necessary to be vigilant regarding the water-centered regional hegemonism through continuous international cooperation.
