1970년대 동서독의 관계 개선 이후 서독 정보가 전방위적으로 동독에 유입되었다. 정보 유입의 주요 채널은 동서독을 상호 방문했던 시민들과 동독을 떠나 서독으로 이주한 사람들 그리고 서독의 언론인과 방송 등이다. 북한은 동독의 붕괴를 반면교사로 삼으며 동독의 전철을 밟지 않기 위해서 철저하게 다른 길을 추구하고 있다. 정보통제도 동독과 차원이 다른 수준으로 시행하고 있다. 따라서 북한 체제의 변화를 촉진하려면 서독과 다른 방식으로 북한에 외부정보를 유입시켜야 할 것이다.

In the 1970s as the relationship between West Germany and East Germany showed improvement, a myriad of information inflow from West Germany to East Germany was manifest. As the channels for such information inflow, citizens cross-visited the two states, East Germans who left their country to live in West Germany, and West German broadcasts and journalists played the major roles. North Korea is taking a completely different approach to avoid the past mistakes of East Germany. Therefore, in order to induce changes in the North Korean regime, a different strategy for external information inflow is needed from that practiced by West Germany towards East Germany.
