본 연구는 인천지역의 지식재산 현황과 특징을 분석하고 이를 바탕으로 지역혁신정책에 대한 정책적 시사점을 제공한다. 통계 분석 결과, 인천지역은 연구개발의 규모와 생산성, 지식재산의 양적⋅질적 측면에서 서울⋅경기 지역에 비해 열위에 있는 것으로 나타났으며, 특허의 질은 전국 하위 수준인 것으로 나타났다. 특히, 특허인용 네트워크 분석(patent citation network analysis)을 통해 인천 지역의 지식재산을 분석한 결과, 인용한 선행기술의 밀집성(cohesiveness)이 높아 지식재산의 발명성과 효율성이 낮은 것으로 나타났다. 또한 Cox-Hazard 회귀분석을 이용한 분석 결과는 인천지역의 특허에 대한 피인용 감소 속도가 서울 등 여타 지역에 비해 빠른 것으로 나타나, 인천지역에서 생산되고 있는 지식재산의 기술적 수명도 상대적으로 급속히 짧아지고 있음을 나타냈다. 수도권 내의 높은 생산요소 이동성을 고려할 때 연구개발투자에 대한 사회적 중복성(duplication)을 피하고 규모의 경제를 획득하기 위해서는 인접한 수도권 지방정부와 비교우위에 따른 연구개발의 통합(pooling)과 역할분담이 필요한 것으로 판단된다.

This paper characterizes the intellectual property rights produced at Incheon metropolitan area, and provides suggestions for the regional innovation policy. The descriptive statistics demonstrates that the intellectual property rights produced at Incheon area have relatively low value compare to the patents produced at Seoul and Kyung-gi metropolitan area in both quantity and quality aspects. The patents produced at Incheon also tend to be depreciated faster than others demonstrating shorter life cycle of inventions. The empirical study suggests that innovation policies conducted by the Incheon local government were quite overlapped, and considering high mobility of input factors among those three regional areas, need to be collaborated with other neighborhood governments to improve specialization effect through economies of scale in research and development.
