본 논문의 목적은 위성항법체계를 놓고 러시아가 미국과 벌이고 있는 다층적인 위성항법체계 경쟁의 모습을 분석하는 데 있다. 위성항법체계는 러시아가 미국과 경쟁할 만한 역량을 보유하고 있는 분야 중 하나로, 러시아는 이를 단순한 기술적 이슈를 넘어 강대국 경쟁과 위신의 문제로 바라보고 있다. 러시아는 자국 위성항법체계인 GLONASS를 안보⋅사회⋅경제적 측면에서 매우 중요한 것으로 인식하고 있으며, 미국의 GPS에 대한 경쟁력을 상실하지 않고 나아가 더 우위에 설 수 있도록 하는 것을 전략적 목표로 삼고 있다. 우주, 지상관제 및 사용자의 세 부문에서 진행되고 있는 미국과 러시아 간의 위성항법체계 경쟁은 기술적 수준을 넘어서 국제정치의 층위에서도 나타나고 있다. 러시아는 위성 시스템 고도화 등 GLONASS의 우주 부문 발전을 추진하는 한편, 지상관제 네트워크 확장을 위해 동맹 정치를 활용하고 있다. 또한 보다 많은 사용자를 확보하여 경쟁력을 얻기 위해 러시아는 국내 법제를 정비하여 GLONASS 사용을 적극적으로 장려하고 있다.
