문화체육관광부 1차 소속기관으로 격상된 국립장애인도서관이 현 단계 가장 주력해야 할 과제는 독립청사 확보와 함께 전국 장애인서비스를 총괄․선도하기 위한 전제조건으로서의 국내외 장애인자료를 전략적으로 수집하는 것이다. 본 연구는 국립장애인도서관의 독립청사 건립 준비 및 외연 확대를 위하여 수집할 자료의 기초목록을 제시하였다. 법적 제약과 현실적 한계로 인하여 국립장애인도서관이 장애인자료를 수집하기 위해서는 연차적으로 자료구입비를 투입하여 구입에 주력해야 하며, 교육·학술자료와 미소장 및 소급 장애인자료의 망라적 수집을 위한 전략 수립이 요구된다. 이에 본 연구는 국립장애인도서관의 현행 장서개발정책을 기반으로 장애인자료를 포괄적으로 수집하기 위한 기초연구를 수행하였다. 구체적으로 국가도서관 및 주요 대학도서관의 소장자료를 대상으로 장애인 및 장애 관련 자료의 발행 및 수집동향을 분석하고 국립장애인도서관이 앞으로 확보할 현행 및 소급자료의 규모, 실물자료 및 다운로드 혹은 아카이빙 대상 자료군을 설정하기 위한 기초목록을 구축하였다.

This study presented basic data to be collected by the National Library for the Disabled in preparation for the construction of an independent library building and expansion of its scope. Due to legal and practical limitations, the National Library for the Disabled must invest annual budget to collect materials for the disabled and focus on purchasing them. In addition, it is necessary to establish a strategy for comprehensive collection of educational and academic resources, as well as retrospective materials. Accordingly, this study conducted basic research to comprehensively collect resources on the disabled based on the current collection development policy of the National Library for the Disabled. Ten institutions were selected for investigation, and trends in the publication and collection of materials related to disabled people and disability-related data were analyzed based on the data obtained from those institutions. The basic collection catalog presented can serve as foundational data to determine the resources to be collected by the National Library for the Disabled in the future.
