There is nothing new under the sun. The same debates and challenges American policymakers and academics are having now over how best to measure and conceptualize the Chinese defense budget closely mirror the debates over the Soviet defense budget during the Cold War—and lessons learned from that conflict can inform how the U.S. analyzes Chinese expenditures today. Just as during the Cold War, if the U.S. government is to have a realistic estimate of China’s military spending, it must train new economic analysts to perform the same estimating work as on the Soviet defense budget.
